LITERATURE REVIEW

INTRODUCTION
This chapter reviews literature related to the research. It involves a review of existing books, articles, journals and papers which are related to the research and also entails the interrogation of comments, critiques and issues revised by researchers/scholars on the use of Information, Communication and Technology in promoting Library resources. It also provides information that are central to effective understanding of the issues which necessitate the undertaking of this research, putting into cognizance the views and postulations of people across various fields of studies. Thus, it deals with a balance of arguments for or against quoted comments and eventual position of the researcher.

SUMMARY, CONCLUSION AND RECOMMENDATIONS
This study focused on the use of ICT in promoting library resources. The study was set to address three objectives and one research hypothesis. The objectives include:
- To examine the uses of ICT in the library.
- To identify the extent is ICT used in the Ibom e-library, Uyo.
- To find out the factors that militate against the maximization of ICT in promoting library material.
Based on the above stated objective and the study carried out, the following findings were made:
- That the uses of ICT in the library include data processing; in communication; in circulation; in cataloging; in bibliography; in serial control and in preparing in house database.
- that ICT is used in the Ibom e-library, Uyo to somewhat extent
- that the factors that militate against the maximization of ICT in promoting library material include but not limited to lack of shared initiatives; lack of financial support; lack of ICT resources; absence of local resources; lack of networks and lack of e-resources selection policy in Nigeria
CONCLUSION
The main purpose of this study is to assess the use of ICT in promoting library resources. Three research questions and one research hypothesis guided the study.
In this study, a survey research design was adopted, the population comprises all the members of staff of Ibom E-library in Uyo, Akaw Ibom state, a simple random sampling technique was used to select 28 respondents for the study and a questionnaire was the instrument for data collection. Relevant literature were reviewed which guided the objectives and methodology of this study. As result of the field study and analysis of results, the following findings were made:
- that the uses of ICT in the library include data processing; in communication; in circulation; in cataloging; in bibliography; in serial control and in preparing in house database.
- that ICT is used in the Ibom e-library, Uyo to somewhat extent.
- that the factors that militate against the maximization of ICT in promoting library material include but not limited to lack of shared initiatives; lack of financial support; lack of ICT resources; absence of local resources; lack of networks and lack of e-resources selection policy in Nigeria.
RECOMMENDATIONS
Based on the findings of this study, the following recommendations are made:
- that the state government should ensure that qualified manpower are employed to man the Ibom e-library.
- Government should improve on the welfare of all the of the e-library for greater efficiency.
- The supervisory agencies for the e-library should be strengthened to work more effectively.
- Government should increase funding to the e-library for the provision of ICT resources in the library.
